Adopting instrumentation design of survey research type and the target population for the study comprised all researcher in the south west universities in Nigeria. Multi stage sampling procedure was adopted in this study in which there were two phases of sampling; one for validation and the other for the main study. Digital literacy test (KR = 0.98) was used to collect data from the 829 respondents drawn from three states in the south west Nigeria. Two research questions were set and answered using item analysis and Kuder Richardson 20.Thirty items whose difficulty and discrimination indices ranged between 0.30 to 0.70 and 0.40 to 0.60 respectively were retained. Also, the reliability coefficient as computed from Kuder-Richardson 20 yielded 0.98 which indicated a reliable digital literacy test. Conclusively, a valid, reliable and robust test instrument was constructed by gathering information from participants therefore, the instrument can be used by interested individual who may be interested in measuring digital literacy.
